Burs Programı 2017 yılındaki üçüncü döneminde, Ermenistan ve Türkiye'den toplam 7 profesyonele, dört ila sekiz ay boyunca komşu ülkede yaşama ve belirli bir Ev Sahibi Kuruluş bünyesinde özel bir işbirliği programına katılma imkânı sağlamaya devam edecek. Türkiye’den 43, Ermenistan’dan 31 farklı Ev Sahibi Kuruluş, komşu ülkeden gelecek profesyonelleri ağırlayacak. Ev Sahibi Kuruluşların önerdiği program teklifleri dışında, kendi proje fikirlerini komşu ülkede hayata geçirmek isteyen adaylar da başvurularını sunabilecek.

The mission of Eurasia International University (EIU) is to provide a 21st century skills-based education through sound practical and theoretical foundations that prepare its graduates for productive employment and responsible citizenship. Established upon the independence of Armenia, EIU has evolved into one of the premier institutions in the region, adopting credit-based system of education early on, consistent with the Bologna Declaration. EIU is distinguished with its small class sizes enabling individualized attention to each student and hands-on instructional philosophy comprising interactive and experiential teaching methods. Each student’s learning and academic development is planned and followed rigorously by an internal academic quality control methodology developed by EIU.
We would like to propose three specific projects for hosting a fellow from Turkey.
1. Co-teaching with a professor at Eurasia International University (EIU): If possible, co-teaching between EIU professor and the visiting professor who has an affiliation with a university in Turkey. Expertise in various fields of business administration and economics are preferable. In particular, EIU offers the following courses for co-teaching: Human Resource Management, International Management, Project Management, Educational Management, International Marketing, Innovation Management, Tourism Management, International Law, Political Science and International Relations - with an emphasis on global security studies.
2. Joint research to be conducted by the fellow and professors at EIU:
a. Candidates with expertise in administration of higher education and high schools are particularly desirable. EIU is eager to advance its ongoing reforms in reinforcing experiential and interactive teaching methodologies, as well as in learning to make a better use of technology in the classroom.
b. Another possibility for joint research includes candidates interested in research in environmental studies, with a particular emphasis in the efficient use of resources in the Araks river basin; the study of transportation systems in the conditions of closed border between Turkey and Armenia.
3. Global Security Studies program: EIU is the partner for Stonehill College’s (USA) Global Security Studies field program in Armenia. The fellow with expertise in political science (security studies) and international relations would be helpful in assisting with the organisation and implementation of the 2nd “Local Roots of Global Peace” conference to be held in June 2017 at EIU. As such, the fellow is expected to work with the other partners within the program. In addition, from February-June 30th, 2017, EIU will be hosting students from Stonehill College. We envision for the fellow to offer discussions, lectures and debates on various areas of global security studies, both for the students from Stonehill College as well as those from EIU. Ideally, the fellow can also collaborate with these students on research methods and assist them in developing and implementing their research projects in preparation for the “Local Roots of Global Peace” conference. In June 2017, the fellow will serve as a chair and a discussant for several panels at the 2nd “Local Roots of Global Peace” conference to be held at EIU in partnership with Eurasia Partnership Foundation and Stonehill College (USA). In this capacity, the Fellow will work with professors from Armenia as well as the United States.

“Matenadaran” Mesrop Mashtots Institute of Ancient Manuscripts (The Matenadaran) as a host organisation is ready to cooperate within the framework of Turkey-Armenia Fellowship Scheme and suggest several fellowship activities:
- First range of activities is related to Ottoman language teaching. There is a significant number of specialists at the Matenadaran who study Ottoman language. Thus, the Institute will be pleased to host a Specialist who will conduct Ottoman language courses for intermediate and high-intermediate levels.
- The Matenadaran, as one of the richest repositories of ancient manuscripts in the World preserves in its collection 400 Ottoman manuscripts and 340 archival documents. Specialists who are interested in codicology and paleography, who would like to decipher and interpret the Ottoman texts are also welcome to be a Fellow at our Institute.
- The preserved manuscripts are rich with miniatures, which also need profound examination. Art historians who would like to study miniature art of Ottoman manuscripts or the history of scriptoriums can also be hosted at the Matenadaran.
- The Matenadaran has the biggest Restoration Department of the region. The department is engaged in conservation and restoration of paper and old manuscripts written on parchment, archival documents, miniatures and graphic works. The Ottoman manuscripts preserved at the Institute require special approach of restoration.
- Especially restorers of Ottoman manuscript bindings are needed who would work with the original manuscripts at place with the leading specialists of the Matenadaran and exchange their professional skills.
Within the framework of the project it is possible to implement also joint research activities with the specialists of the Matenadaran in the following areas:
- Description of Ottoman religious manuscripts kept at the Matenadaran
- Study of Ottoman religious manuscripts kept at the Matenadaran
- Study of manuscripts written in Turkic languages with Armenian letters and vice versa (manuscripts written in Armenian with Turkish letters), Kipchak languages and etc.

National Library of Armenia is the largest repository of printed books and periodicals in the World. During past 200 years lot of bibliographic lists were created, describing the history of Armenian prints all over the world. Historically Armenian printed heritage is widely preserved in the Turkish libraries.
Two important databases are in the process of development – “Armenian Books” and “Armenian Periodicals”. Where possible, full text images of the books or periodicals are attached to the relevant bibliographic record. Unfortunately, not all books and periodicals are preserved in the collections of the National Library of Armenia. Many such prints should be present in the Turkish libraries, especially in the National Library of Turkey, or in the Istanbul public or academic libraries.
Visitor fellow from Turkey should be able to assist NLA bibliographers to have a picture on presence of unique Armenian prints in Turkish libraries. Later he/she should bridge NLA with the relevant library from Turkey to help in digitization of such prints.
Later a bibliographic list of Armenian prints will be produced.

- An Audio-Visual Production Specialist who will carry out his/her fellowship activities within the framework of the ‘’Armenia Total(itaris)’’ project. The project aims at identifying the manifestations of political repressions taken place in the period of Soviet totalitarianism in Armenia and their present social perceptions. The fellow will be engaged in the field work/interviews, shootings, video and photo editing, subtitling and adjustment of various audio and video components, including cameras and microphones.
- A Museum Specialist for consultancy and project support to Museum Education Center established in 2014 with the aim to coordinate and support museum activities, by launching educational programmes and promoting the development of innovative ideas among different museums in Armenia. - Research and study of the situation of human rights issues in the penitentiary system, armed forces, elections and local self-government and analysis of international legislation and documents relating to the mentioned topics.
Within this component, we aim to work on the following institutions:
• Penitentiary Institutions
The research topic is as follows: permissibility of cell phones in prisons in other countries (legislation and practice). The countries will be decided and discussed with the fellow. However, the main focus will be on European countries, Ukraine and Turkey. At least five countries will be chosen.
• Armed Forces

Peace Dialogue NGO, founded in 2009, was registered in Armenia with the mission to unite experienced peace activists of countries such as Armenia, Russia, Georgia, Germany and the Netherlands in order to support the active participation of civil society in the processes of peaceful conflict transformation through respectful multilevel dialogue among members of conflicting societies. Our belief is that dialogue is the only way to clearly express our interests, develop symbiotic collaborations and find ways to achieve a lasting peace. The long-term goal is to promote understanding and prevent new conflicts. The vision of the organization is that through the formation of these multilayer dialogues we will create a consciousness among members of society so that they themselves are responsible for peace and that they are fully vested with the right to demand peace from the authorities.
The fellow will contribute to the third phase of ARENA, a project of Peace Dialogue NGO, being involved in the discussion and development process of a sustainable network of civil society actors from across a variety of conflict inflicted regions, by enhancing and strengthening the network.
ARENA is aimed at improving the impact of peace building at the community, regional and multi-national levels. Within the framework of the project, civil society actors from the Russian Federation, Georgia, Armenia, Ukraine, and Azerbaijan have been invited to take part in the two workshops on using community theater and public art forms to bring the values and principles of peace building and conflict resolution to their respective societies.
In addition, the fellow will work on a new project focused on developing an Armenia-Turkey normalisation strategy, by designing a peace-building project for youth, applying different means of art. What are the legal instruments for founding, operating and growing tech startups in Armenia and Turkey? What are the investment environments? What is the best international practice? Finally, what are the possible ways to promote sustainable entrepreneurial relations between Armenia and Turkey?
While in Armenia, the fellow is expected to study the startup ecosystem in Armenia and come up with a comparative policy analysis addressing the questions mentioned above. The list of questions is non-exhaustive and can be further elaborated and modified by the fellow.
Furthermore, the fellow is expected to organize and moderate in-studio weekly discussions and interviews featuring new innovative initiatives in the country, success stories of Armenian startups, as well as the challenges they are facing. The Human Rights Law Research Center at Bilgi University was established upon the Council of Higher Education's decree of December 4, 2000 as the result of the initiative of the Bilgi Law Faculty in academic year 1999-2000. Initially the structural transformation within Turkey fuelled by the recognition of Turkey's EU candidacy status (1999) has contributed much to the Center's activities. During this period, the endeavors and activities to contribute to the structural progress (mainly human rights law training programs) were the Center’s prior areas of interest. These activities were designed and developed with the consideration of cooperation with public administrative bodies or governmental agencies as well as civil society organizations and professional associations.
The Center’s sphere of activity covers all fields of human rights law. The approach that predominates the Center’s activities is that every state of affair includes a “rights perspective” and thus, a perception of enhancement that prioritize the utilization of law should be promoted. Therefore, inter alia, the Center’s activities focus on women’s human rights, domestic and international human rights protection mechanisms, anti-discrimination, minority rights, refugee rights, freedom of expression and internet freedoms, access to justice and judiciary, human rights education and human rights activism.
The fellow is expected to submit one or two academic papers on his/her fields of interest by the end of the fellowship period. Papers’ fields and content are subject to be discussed and decided within a mutual opinion with supervisor/s here at Human Rights Law Research Center. The fellow from Armenia is e expected to support with the exciting expansion of this programme to the South Caucasus region, including sourcing candidates and partner organisations in Armenia and explore the possibility of hosting summits there. We would expect a concrete outcome of a mapping of the ecosystem in Armenia and a feasibility study of running a changemakerXchange event for Turkey / Armenia based social entrepreneurs.
The fellow is also expected to support with general administration of the ChangemakerXchange programme including updating website, work on the databases, communications, social media, help prepare logistics for some of the summits and research.

TCPS was established on 1 January 2015 within the framework of Civil Society in the Penal System’s project “Information Network of Prisons in Turkey” supported by European Union Turkey Delegation and Open Society Foundation. The fellow will assist our current project “Information Network of Prisons in Turkey”, a project that aims at creating links between different civil society organisations in order to foster the work done by members of the civil society organisations on people in prisons. Our focus is on Prisoners with Special Needs (PwSN), namely LGBTI, women, children, foreign, disabled prisoners, minorities, prisoners with health problems, life imprisonment, working prisoners and student prisoners. The greatest part of the fellowship will be a research project on one of the chosen topics of the fellow, which could be published within Turkey’s Center for Prison Studies (TCPS). The fellow and the CISST/TCPS team will work together on a research topic within one of the different focus groups of our work. LGBTI refugees are one of the most disadvantaged groups within the Syrian community in Turkey. They face discrimination not only based on their refugee status, but also their sexual orientation and gender identity. Therefore, they need better social policy and social work that need to be planned by central government, local administrations, private sectors and civil society. However, many organisations do not support the community as much as needed. SPoD, an LGBTI organisation focusing on social and economic rights, has been having weekly meetings in Arabic for Syrian LGBTIs since December 2015. In the meetings, refugees discuss their social, economic and legal issues themselves, report their needs and problems to the organisation; they meet with some authorities or refugee organisations; they have workshops, city visits, or picnics. It is designed to empower the community.
What is needed nowadays is to have data production on Syrian LGBTI community’s problems on social, economic, legal grounds; to create better links between the LGBTI from Syria and Turkey. In this regard, our fellowship programme will focus on conducting small surveys on the Syrian LGBTI’s problems and organizing Syrian-Turkish bilateral activities for 4 months. Through these activities, SPoD and the fellow will develop better refugee programmes for future possible work. We would be very much willing to host candidates who had already worked with LGBTI refugees in their home country, as we would make more international connections between the refugee community in Turkey and Armenia.

The fellow will be expected to conduct:
● Research and documentation on contemporary artists and art institutions in Turkey and Armenia.
● Comparative research on the visual culture of the region and different approaches by looking at the the impacts of the historical and current socio-cultural contexts of Turkey and Armenia on visual art works. In order to conduct this research, the fellow can use the library, the files of the artists and exhibition catalogues of temporary exhibitions as well as the collections of Istanbul Modern.
● Research on Armenian artists who participated in Istanbul Modern collections, and their visibility in Armenia. Preparing a report on the relationship between the institutions those artists are affiliated to and the collections of those artists.
● Research on Turkey and Armenia video art within the 2017 program of Artists’ Film International focusing on moving pictures of which Istanbul Modern is also one of the partners, and sharing the research with the visitors of the museum in public events organized in parallel to the exhibition.
● Research on the art history of Armenia focusing on the relationship between football and visual arts.

PACE Children's Art Center was founded in 2005 by artist Barış Karayazgan.
PACE provides an enabling environment for children where they can have artistic, cultural and social experiences in a free and creative setting furnished with healthy instruments.
PACE also carries out creative activities with children for children, in collaboration with various organisations. For 8 years, PACE has been designing tailor-made art activities for children taking part in the MiniFest organised by IKSV Istanbul Foundation of Arts and Culture as well as designing training programmes for youth and children as part of Istanbul Biennial. PACE has provided fun museum trainings for more than ten thousand children and young people at Pera Museum.
In addition to running the weekend arts activities at Akbank Sanat Beyoğlu since 2011, PACE implements Contemporary Art Education Programme at schools during the weekdays. PACE continues its collaboration with civil society organisations including TEG, TOÇEV, LÖSEV, TOG and Tohum Vakfı in various social responsibility projects as well as in creative and artistic activities for children.
PACE’s proposed fellowship activity will provide the candidates to experience a new understanding and approach towards children, arts, talent and creativity both in theory and practice. Overall, the fellow from Armenia will be expected to be open to hands-on experience on visual and plastic arts through new techniques and approaches; and to observe and contribute to various PACE programmes implemented at the Centre or other settings with children, young people, art practitioners and teachers.
The proposed fellowship opportunity will include the following activities:

The fellow will be working on the archive of American Board of Commissioners for Foreign Missions within the framework SALT Research with the cooperation of ARIT.
The objective is to conduct research on how American Board mission was structured in Anatolia and Balkans in early 19th and 20th-century, and the life in its hospitals, publishing houses and different institutions by using the archive of SALT Research as a reference. The research also includes unveiling and interpretation of the resources to read economic development, social life, the construction of the city, and identity formation at the local levels.

Gastronomika is a cookery movement aiming to adapt Anatolian cuisine culture to modern life. Gastronomika means preferring Anatolia as a choice and the habits symbolizing it. The project of Gastronomika implements a modern Anatolian cuisine as a suggestion which adopts healthy, accessible, and sustainable values by creating a community of its own.
Gastronomika, organized public programmes within the framework of a culture-art institution named as SALT Beyoğlu for 2 years on the Istiklal Street and reintroducing Anatolian cuisine to tens of thousands of people, chooses its coordinator chefs semesterly as a prerequisite of being a community project. According to the new ritual that will start soon, each coordinator determined by the coordinators of the Gastronomika project will work for 6 months, and the project will ensure the fact that each chef can give prominence to her/his values during this period of time.
As part of the fellowship scheme supported by Hrant Dink Foundation, we are suggesting one coordinator chef to come from Armenia to Istanbul for one semester and contribute to the rediscovery and redefinition of the Anatolian cuisine, to understanding of common traditions, different and similar approaches in food cultures, and to the developing opportunities of cooperation.
In this respect, the fellow is expected to:
● Bring a new definition of Anatolian cuisine and adapt it to modern life
● Coordinate gastronomic studies and public programmes of Gastronomika within the framework of “Semester Chefs” started by Gastronomika Project remembering the roots of Anatolia, and re-embracing them with a multilingual perspective
