PROPOSED FELLOWSHIP OPPORTUNITY
Transparency Internatioan Anticorruption Center's (TIAC) mission is to promote good governance through reduction of corruption and strengthening democracy in Armenia. Its activities are aimed at supporting effective anticorruption policy, transparency and accountability of governance; administration of free, fair and transparent elections and strengthening of the institute of elections; rational, transparent and accountable management of public resources; and, democratic processes, including the protection of human rights and public participation in the governance of the country.
TIAC proposes the following activities for the incumbent fellow:
- Studies of best European practices of integrity policies (Integrity policies will include codes of ethics, mechanisms and procedures for ensuring transparency and accountability in public service) and democratic governance procedures (Democratic governance will relate to public notification, participation in the decision-making process and oversight.) in the field of public service (particularly that of high-level public officials, including code of ethics, conflict of interest issues, provision of public service to citizens, etc.);
- Development of policy recommendations for changes based on best European practices in the field of public service;
- Development of reports and policy briefs and other awareness raising materials, presentations based on monitoring results in the field of public service;
- Development of comprehensive policy monitoring methodology and framework that will enable the systematic and effective data collection, analysis and use of policy research/monitoring information for implementation of national public service reforms, including conflict of interest issues, ethical norms and declarations on assets and incomes;
- Provide consultancy during implementation of the research/monitoring, as needed.
The fellowship is expected to achieve the following results:
- Increased volume of information and knowledge on integrity policies and democratic governance in European countries as well as in international institutions in the selected fields;
- Enhanced discourse of stakeholders on the good governance matters and policy recommendations developed and considered (discussed, accepted, adopted) by respective government institutions;
- The methodology and a policy research/monitoring plan for public service reform and other related field if applicable;
Broader and deeper competence developed by TIAC staff as well as stakeholders in respect with matters of integrity of institutions and democratic governance.
EXPECTED PROFILE
- PhD in Public Administration/Public Policy or related fields;
- At least 5 years of work experience in public policy research/monitoring/analysis;
- Experience in developing public policy research/monitoring methodologies, plans and tools;
- Experience in developing policy recommendations and policy briefs;
- Considerable knowledge of mechanisms of democratic governance and operation of public institutions in Europe
- A good command of English
The following special skills and experience will be an asset:
- General knowledge of governance-related problems in former Soviet republics;
- General knowledge of political, social and economic situation in Armenia;
- Experience working in one of former Soviet republics;
- Knowledge of Armenian or Russian will be desirable.
CONDITIONS OF THE FELLOWSHIP OPPORTUNITY
The fellow is expected to be present at TIAC's office from Monday to Friday, 8 hours a day, days off are: weekends, as well as public holidays in Armenia and Turkey (if needed).
