Institute of Public Policy (IPP) is a non-governmental organisation established by individual policy researchers and academics with the vision of supporting the democratic development of Armenia based on research and informed policy making.
The idea to establish the Institute of Public Policy dates back to 2012, when a group of researchers decided to found an independent think tank which would have considerable capacities of policy research, analysis and advocacy and could impact policy agenda of the country. The mission of the organisation is to promote and enhance transparent and accountable public policy through fostering human development, democratisation, rule of law and good governance.
In the end of 2015 “Fighting corruption and Strengthening Integrity of Education in Armenia” report was published by a OSF- Armenia and Applied Policy Centre (Bulgaria, Italy), which was evaluating Integrity of education with INTES methodology developed by OSCE. IPP was a partner for the project.
The report has been presented to relevant decision makers, and yet, not much progress has been recorded.
Since then, IPP in collaboration with its local and international partners is systematically talking with the relevant stakeholders to move forward with recommendations.
Starting September, IPP will be carrying out a specific project to design and implement advocacy initiatives for furthering the recommendations.
The goal of the project is to formulate and advocate the key advocacy tasks on academic integrity and academic freedom and to mobilise the main stakeholders, including civil society, academia and international community for reinforcement of the asks.
The fellowship will be within this project . The fellow is expected to;
- In collaboration with IPP project team, identify the key integrity problems as they have already been underlined in the policy papers developed previously by IPP and partner organisations;
- In collaboration with IPP project team, formulate advocacy tasks on academic integrity and freedom, and draw the best strategy for lobbying and asks at different levels of government agencies, as well as civil society;
- Develop 6 policy briefs on 6 identified issues of academic integrity, academic freedom, and other topic related to higher education;
- Support in the organisation of monthly policy discussions, as well ac contribution in the drafting of IPP higher education development strategy.
EXPECTED PROFILE
Education: Master’s Degree
Professional background: Social studies, Political Science, Public Administration, Law.
Languages: English
Other: Research skills; ability to take up a task autonomously; flexible and ability to work in a team.
CONDITIONS OF THE FELLOWSHIP OPPORTUNITY
IPP's office hours are from Monday to Friday, between 10:00am and 6:00 pm, with 1 hour lunch.
The fellow is expected to be present at IPP office minimum 30 hours weekly, with a flexible schedule.
The fellowship activity will be implemented in Yerevan, Armenia. One-day travels to the regions for evidence collection and interviews with stakeholders are possible.
PROPOSED TIME FOR THE FELLOWSHIP
6 months between October, 2017 and March, 2018 – can be increased or decreased with mutual agreement.
