The fourth of the panel series organized within the scope of the project, 'Utilizing Digital Technology for Social Cohesion, Positive Messaging and Peace by Boosting Collaboration, Exchange and Solidarity', will be held on Friday, November 10 at the Hrant Dink Foundation’s Havak Hall. During the first session of the panel, moderated by Melis Öneren Özbek, Tanu Mitra and Gözde Gül Şahin will focus on how reliable algorithms can be created, while Sarah Eagan will discuss the effects of changes on Platform X/Twitter on algorithms. In the second session, which will be moderated by Selin Çetin; Shmyla Khan, Lisa Ginsborg and Gökhan Ahi will evaluate how data is processed in the design of algorithms within the context of human rights and in relation to the legal framework.

Speakers: 
Sarah Eagan



Sarah Eagan (she/her/hers) is the Head of Policy and Partnerships for the Center for Countering Digital Hate. Prior to this role, she was responsible for developing the Center’s approach to political and public affairs and organisational strategy as Chief of Staff. Sarah previously served as a Press Secretary for NextGen America, the largest youth voter mobilisation group in the United States, and has worked with organizations on developing their defenses against disinformation, conducting opposition research, and strengthening the research basis to support social movements. She holds a master’s degree in Issues in Modern Culture from University College London. 


Gözde Gül Şahin



Dr. Gözde Gül Şahin is an Assistant Prof. at Koç University, Computer Engineering Department and a KUIS AI Fellow since February 2022. Previously, she was a postdoctoral researcher in the Ubiquitous Knowledge Processing (UKP) Lab at the Technical University of Darmstadt, Germany between July 2018 - February 2022. Her research spans the fields of linguistics and machine learning, in particular semantics, multilingual representations and large language models. She completed her PhD studies in Istanbul Technical University (İTÜ) Computer Engineering department in 2018. She was a visiting researcher at the Institute for Language, Cognition and Computation (ILCC) of the University of Edinburgh in 2017. Before her Ph.D., she received her Masters and Bachelor degrees from Sabancı University in 2011 and İTÜ in 2009, respectively. She regularly serves as a PC member for *CL conferences and journals; and is a co-organizer for the Workshop on Multilingual Representation Learning (MRL). She is also publication chair for EACL 24, and virtual program chair for ACL 24. Her research on NLP has been funded by Tübitak 2232, and 2236 grant programs that are granted to outstanding young principal investigators.


Tanu Mitra



Tanu Mitra is an Assistant Professor at the University of Washington, Information School. She studies and builds large-scale social computing systems to understand and counter problematic information online. Her research spans auditing online systems for misinformation and conspiratorial content, unraveling narratives of online extremism and hate, and building technology to foster critical thinking online. Her work employs interdisciplinary methods from the fields of human-computer interaction, data mining, machine learning, and natural language processing.

Melis Öneren Özbek

Dr. Melis Öneren Özbek completed her undergraduate and graduate studies in Cinema and Media Studies at University of Vienna. After working in various sectors of the media industry, she obtained her doctorate in Media and Communication Studies at Bahçeşehir University. Currently, she serves as a faculty member in the New Media Department at the same university. . Her academic research and publications cover topics such as, antisemitism in media, cultural racism, hate speech, disinformation and populist discourse regarding refugees, representation of immigrants and minorities in the media and sociology of sport.

Shmyla Khan 

Shmyla Khan is a researcher and campaigner on issues of gender, tech and human rights with eight years of experience in the field. A lawyer by training, Shmyla has served as a clerk at the Supreme Court of Pakistan and as an adjunct faculty teaching privacy law.

Gökhan Ahi 

Gökhan Ahi graduated from Istanbul University Faculty of Law in 1999. Since 2001, he has been working as a freelance lawyer and legal consultant as a member of the Istanbul Bar Association. He has given corporate trainings on Information Technology Law, Social Media Law, Technology Law and Attorney Law in various universities and educational institutions and still continues these activities.

Lisa Ginsborg

Dr Lisa Ginsborg is a Research Fellow at the European University Institute (EUI) School of Transnational Governance on the European Digital Media Observatory (EDMO) and is a Lecturer in International Human Rights at New York University (NYU) Florence. She has worked in a number of research and teaching positions, including at University College Dublin (UCD), the EUI-based Centre for Media Pluralism and Media Freedom in the Robert Schuman Centre for Advanced Studies and the European Inter-University Centre for Human Rights and Democratisation (EIUC). She previously worked in the legal department of the International Secretariat of Amnesty International and in the Office of the UN High Commissioner for Human Rights (OHCHR). She holds a PhD in Public International Law from the EUI and an MSc in Political Sociology from the London School of Economics and Political Science (LSE).

Moderator: Selin Çetin 

Selin Çetin began studying at the faculty of law in 2012, after getting her degree in Japanese. She has gained experience in various law firms that provide national and international consultancy on information and technology law. She currently works as a lawyer in the field of information and technology law, especially personal data protection, and artificial intelligence. After her law faculty, she got a master’s degree in information and technology law. She worked as a trainee in the European Committee on Legal Co-operation-Council of Europe. At the same time, she is secretary-general of the Information and Technology Law Commission of the Istanbul Bar Association. She leads the Artificial Intelligence Working Group established within the Commission. She is also a member of the Information Technology Commission of the Union of Turkish Bar Associations as the representative of the Istanbul Bar Association. She is a board member of the Cloud Security Alliance Turkey Chapter.
